Senior Technical Project Manager

We are looking for a Senior Technical Project Manager to lead high-impact, technically complex software delivery projects across the globe. It will be your responsibility to successfully operationalize our HR tech products that enable millions of people across the globe to find suitable jobs now, and to prepare for tomorrow's labor market. You'll work at the intersection of product, data, and delivery, and ensure that we do the right things and do them right. This is a leadership role in which you'll guide cross-functional project teams and manage stakeholders at every level.

What you'll do

• Lead complex software delivery projects in the HR tech domain, from planning to execution, while ensuring alignment with scope, budget, and timeline.

• Manage and coordinate cross-functional project teams, including technical consultants, business consultants, Data Scientists, and solution architects.

• Understand technical architectures and data flows well enough to challenge assumptions and prevent over-engineered, unscalable, or unmaintainable solutions.

• Act as a sparring partner for government clients, bringing domain knowledge and delivery experience to politically sensitive, multi-stakeholder environments.

• Act as a trusted technical advisor to clients throughout the delivery process; guiding them toward smart decisions while avoiding unmaintainable custom work.

• Collaborate with internal stakeholders across Presales, Product Management, Product Owners, DevOps, Customer Success, and Customer Support to ensure smooth delivery and strong handovers.

• Balance customer satisfaction with product integrity; you know when to push back, when to adapt, and when to escalate.

• Own the project plan; you define clear objectives, manage risks, manage workload, keep the project team active and engaged, manage change requests, and keep a clean project administration and financial oversight.

• Contribute hands-on to solution design, configuration, or integration when appropriate.

• Work in a hybrid setup (60% in our Utrecht office, 40% from home).

• Travel internationally as required (up to 50% of the time).

What you bring

• At least a Bachelor's degree, preferably in an IT-related field.

• PMP, IPMA, Prince2, or similar project management certification.

• At least 5 years of experience in IT project management, preferably in software implementation or product delivery for government clients.

• Able to navigate governmental and political environments and represent WCC credibly at all organizational levels.

• Strong stakeholder management skills.

• Strong risk management capabilities; you anticipate, mitigate, and respond proactively to challenges.

• A self-starter mindset: you take initiative, solve problems, and help others succeed.

• A strong team player mentality; you collaborate effectively across disciplines.

• Able to lead teams of subject matter experts.

• Strong interpersonal skills; you are able to connect with people, build trust, and get things done.

• Excellent communication skills.

• Fluent in English (spoken and written); additional fluency in Spanish, French, German, and/or Dutch is a strong advantage.

• A technical foundation that allows you to understand architectures, ask the right questions, and guide technical and data-related trade-offs.

• Familiarity with concepts like containerization, DevOps, SaaS, cloud environments (AWS), ETL pipelines, and agile ways of working.

• Experience in or affinity with public employment, HR, staffing, or the employment domain in general is highly preferred.
